Dutch Ministry of Defense Chooses SAP Sovereign Cloud: A Milestone for European Defense Readiness

Digital sovereignty is essential to Europe’s defense readiness. It gives armed forces the freedom to act, the ability to adapt, and the confidence to embrace new technologies.

That is why SAP and the Dutch Ministry of Defense have signed a strategic agreement to develop and manage a sovereign cloud environment in the Netherlands. This marks a significant milestone for SAP Sovereign Cloud in the European Defense Sector. It enables the Dutch armed forces to modernize critical digital systems while strengthening security, improving resilience, and creating the foundation for future cloud and AI innovation.

Handle critical data confidently with the control, resilience, and compliance your business requires

Reliable and innovative digital systems are increasingly essential to defense readiness, with recent conflicts demonstrating the importance of cloud resilience. The cloud environment in this case will be designed around the Ministry of Defense’s specific security and sovereignty requirements, with SAP responsible for maintenance, updates, and key aspects of operations. It is scheduled to become operational on January 1, 2028.

As Thomas Saueressig, Chief Customer Officer and member of the Executive Board of SAP SE, emphasizes, the key is to bring innovation and sovereignty together: “For the Dutch Ministry of Defense, it is essential to benefit from modern technology while retaining control over the security and sovereignty of its critical digital systems. This partnership demonstrates how these priorities can go hand in hand. As a European technology company, we are supporting the Ministry of Defense in its ongoing digital transformation with a cloud environment that meets its specific security and sovereignty requirements.”

Greater resilience through a multicloud strategy

SAP Sovereign Cloud will form part of the Ministry of Defense’s broader multicloud strategy, which combines different cloud environments based on the security and operational requirements of individual applications. This includes sovereign cloud, private cloud, and environments for highly classified information.

By diversifying its cloud infrastructure, Dutch Defense aims to reduce dependencies on individual technologies and providers while strengthening its ability to maintain and restore critical services during disruptions, including cyberattacks.

Bart Van der Biest, managing director SAP Benelux, highlights why that ability to retain control matters over the longer term: “With a sovereign cloud, it is not just about where data is stored, but also about who has access to systems and who runs cloud operations. Those decisions must remain in the hands of the Ministry of Defense, regardless of how technology or geopolitics change. Ultimately, sovereignty is not only about the control you have today, but also about the freedom you retain tomorrow.”

From national milestone to European role model

This agreement provides a foundation for expanding sovereign cloud capabilities as Dutch Defense’s technological and operational needs evolve. It could serve as a basis for other eligible Dutch government entities seeking to modernize critical services under comparable security and sovereignty requirements.

Further, with this agreement, the Dutch Ministry of Defense is demonstrating how digital sovereignty can move from strategic ambition into practical implementation. Across Europe, armed forces and security-sensitive organizations face the same challenge: modernizing critical systems, embracing innovation, and building long-term resilience. Sovereign cloud provides a foundation to help achieve these goals.

The Netherlands is setting an important example for Europe: digital sovereignty becomes meaningful when it translates into real capabilities, greater resilience, and the freedom to share the future with confidence.
